Test: Priority Order

What this tests:

Priority levels 0-3 with overridePriority. Lower number = higher priority.

Expected behavior:

• Priority 0 runs before 1, 1 before 2, 2 before 3
• If priorities 1, 2, 3 are active → Priority 1 handler runs
• If priorities 0, 2 are active → Priority 0 handler runs

Use case:

Critical alerts (priority 0) should run before regular confirmations (priority 1+)
